\u00d3scar Salazar es Managing Director en la unidad de Fondos Europeos en Euro-Funding, donde lidera un equipo multidisciplinar de m\u00e1s de 30 profesionales internacionales, incluido el equipo de la oficina de Bruselas. Con casi tres d\u00e9cadas de trayectoria profesional, ha desarrollado una s\u00f3lida carrera en la gesti\u00f3n de fondos europeos, la coordinaci\u00f3n de proyectos de I+D+i y la evaluaci\u00f3n externa de programas internacionales de innovaci\u00f3n. The <\/span>European Commission<\/b><\/span> has presented the <\/span>EU Startup and Scaleup Strategy<\/span><\/a>, aimed at positioning Europe<\/a> as the most attractive place for <\/span>tech startups<\/b><\/span> and <\/span>scaleups<\/b><\/span>. Despite significant growth in <\/span>venture capital (VC)<\/b><\/span> investments in recent years, Europe continues to face several challenges, such as <\/span>financial market fragmentation<\/b>, low institutional investor participation<\/b><\/span>, and the lack of a <\/span>common tech index<\/b><\/span> at the European level, which limits financing options for emerging companies, especially those requiring high-risk investments and capital-intensive funding.<\/span>\u00a0<\/span><\/p>

Despite supportive policies such as <\/span>InvestEU<\/b><\/span> and the <\/span>European Innovation Council (EIC)<\/b><\/span>, European startups still face significant challenges in accessing financing<\/a>, particularly those in the scaling phase who need over <\/span>100 million euros<\/b><\/span> to grow and compete globally. This financing gap threatens Europe\u2019s competitiveness, particularly in key technological areas.<\/span>\u00a0<\/span><\/p>

Europe remains relatively small compared to the <\/span>U.S.<\/b><\/span> and <\/span>Asia<\/b><\/span> in terms of venture capital, largely due to financial fragmentation and limited participation from institutional investors.
